Fourarms, undoubtedly. Rath is more agile and has best kick-moves, but fourarms can just pick something big enough (a rock, a car, a tree, whatever) and just crash rath with it.
Besides, Rath talks too much. During the time he's speaking, fourarms can just punch him until let him KO. Also, being fourarms more intelligent than Rath, he can make rath angry on purpose, to keep him distracted with his own monologue.

dude rath could jst impale ( stab) four arms with his claws and rath pick up those items too, he even rips a tank apart, bites a sword and shatters it and easily deafeated manny armstrong who is also a tetramand, so rath wins
Manny is just a young boy. Tetramand when it comes to species, but with almost no experience at all when we talk about fighting. He just goes and tries to smash the bad guy, with no estrategy.
Fourarms, on the other hand (no pun intended), would not be as easy to impale as you say. We're talking about a skilled fighter here, dude. Rath can probably punch him (or trie to impale him), but in the right moment that Fourarms gets to trap with his hands at least two of Rath's limbs, the tiger-man is mostly defenceless (with the only two options left being kicking or biting fourarms), and fourarms still has a free hand to knock him.
So, my conclusion is, based both on what you said and what I said: 50-50% depending on who beats first, the kind of arena (we have to agree that some types of terrain are more suited to fourarms and some other are more suited to Rath), and also in the estrategy that they both use to attack each other.

Four Arms would win. For loads of reasons.
He's bigger by 3 feet, can jump over a mile and is way stronger. They could do a stand off but Four Arms would only need two arms and he can use the others to either to keep on hitting him or crush him between cars.
Rath may have beaten Manny Armstrong but that doesn't mean he'll beat Four Arms. For many reasons.
Manny Armstrong is only PART-Tetramant.
Manny's way weaker than Four Arms. Plus he lost a hand, and a metal hand isn't stronger than a Tetramant hand
Manny relies on guns to fight, so he isn't used to fist fights.
Manny still gave Rath a hard time.
And even if Rath sliced at Four Arms with his blade, it woudn't wound him fataly because he's so tough.
So Four Arms would win.
I wrote this on another discussion,I'll write it again: Rath is extremely hard to put down, plus he's agile. If Fourarms some how won (mind you, he has a fair chance of doing so) it's NOT going to be as easy as you would imagine. Extremely "not easy"...
